I’d recommend getting the smallest frame available for his size. There will be different sizes to choose from.
@admin: My husband wants a road bike fixie (huh?), and his bday is coming up, but I am not sure what size to get or even determine which size to get without him knowing. Can someone help me out in determing which size is good for him? He wants one just to ride maybe to work or just for fun. He is 5’4″ and about 215lbs. I hope this helps.

Usually the bike manufacturer will have some sort of breakdown for height and frame size. Your husband on a bicycle from State would be right on the border with a 49 or 52 inch frame.
